The Company Directors and staff currently serve have previously served on several committees and evaluation panels of the Government and professional bodies related to the energy sector.

Currently, we operate with a full-time staff of four senior consultants, three project engineers and two support staff attending to technical and secretarial functions. Our peripheral staff comprises civil, electrical, petroleum, production and mechanical engineers, economists, financial specialist and system analysts, environment specialists and sociologists possessing varying expertise, who are called upon to perform specific tasks. Our external staff includes a number of specialists in power system planning, transmission development, renewable energy development and financing.

Company Founders

Dr. Tilak Siyambalapitiya
BSc (Eng). Hon., PhD

Carries 40 years of experience in the energy sector of Sri Lanka, in south and southeast Asia, the Middle East and east Africa. President, Sri Lanka Energy Managers Association (2004-6). Worked in Energy Task Forces, Ministry of Power and Energy Sri Lanka (1982-84). Chief Engineer (Generation Planning) Ceylon Electricity Board (1989-94). Principal Engineer (Load Forecasting and Generation Planning) at Saudi Consolidated Electric Company (1994-1998).

He is an electric utility planner, and his work experience includes planning power generation systems and tariff determination for embedded generation. he continues to be engaged in studies on a wide range of issues related to electricity pricing, grid interconnection and regulation of small to medium-scale grid-connected power plants. Since 1999, he has conducted numerous consulting studies for project developers, national and international banks, international financial institutions, and for electric utilities. Has served in various committees of the Government of Sri Lanka and the Ministry of Power and Energy, including the national energy policy committee (2004-2008), a committee to review power sector reforms (2005), working group on renewable energy (2005-8), renewable energy policy committee (2013), and the national energy policy review committee (2018). He teaches energy systems, renewable energy and power systems to undergraduates and energy efficiency, demand management and conservation to Masters Degree students. He supervises several undergraduate and higher degree student research projects at any given time. He was a contributing author and the editor of the Sri Lanka Energy Audit Manual 1999, 2000, and 2013. He was the editor of SLEMA Journal until 2022 and is currently the editorial advisor to Sri Lanka Energy Journal.

DIRECTOR

Mr. Sunith Fernando
MSc.

With 40 years of experience in renewable energy development in Sri Lankan state, international and consulting agencies, Mr Fernando’s expertise in Mechanical Engineering is unique for Sri Lanka. He is highly experienced in wind, hydro and biomass resource assessment, power plant design, and has hands-on experience in a range of renewable energy project design and project management. His initial experience in the energy sector was in the implementation of the wind-based water pumping project for the Water Resources Board in Sri Lanka. He subsequently developed the wind resource assessment for the southern coastal belt, and went on to be the local consultant for the country-wide wind resource assessment study along with NREL of USA. He is equally experienced in small hydro resources assessment and in conceptual design. He has been a consultant to the World Bank, UNDP and ADB from time to time, and works full-time at RMA. He is the team leader to RMAs team of consultants to the first commercial wind power plant commissioned in Puttalam, Sri Lanka in May 2010.

MANAGING DIRECTOR

Dr. Amila Wickramasinghe
BSc (Eng) Hon., MEcon., PhD

With more than twenty years of experience in RMA, Dr Wickramasinghe is significantly involved in energy sector studies and projects, both internationally and locally. Bringing in a unique combination of energy economics and electrical engineering expertise, Dr Wickramasinghe works full-time at RMA. His experience ranges from power system analysis, appraisal of energy sector projects, renewable energy project development, economic and financial evaluation, and ex-post evaluation of projects. Over the last 15 years, through RMA, Dr Wickramasinghe has been offering his services to multilateral development agencies such as the Asian Development Bank, the World Bank, Japan International Cooperation Agency, and the Asian Infrastructure Investment Bank in conducting due diligence studies on power sector investments.
SENIOR MANAGER PROJECTS

Mr. Swetha Perera
BSc (Eng) Hon., PMP

With more than fourteen years of experience in leading corporates (both Sri Lankan and foreign), Mr. Perera’s expertise is in project management, and financial and economic evaluation of infrastructure projects. Presently, as a full time employee of RMA, he participates in several national level studies on renewable energy planning and due diligence for loan packages from international funding agencies to the power sector of Sri Lanka, which are conducted by RMA, as a financial and economic analyst and a project management specialist. Mr. Perera has held project management responsibilities at various power sector development projects in areas of building power generation plants, rehabilitation of power plants, construction of new transmission lines and grid substations. He was also a member of the panel of authors of the Sri Lanka Energy Balance (an annual publication of Sri Lanka Sustainable Energy Authority) for several years.

Mr. Mahesh Rathnayake
BSc (Eng). Hon., MSc

Mr. Mahesh Rathnayake graduated from University of Moratuwa, Sri Lanka in year 2015 and joined RMA in July 2015. He has worked in several projects related to energy efficiency, rural electrification and hybrid power generation. With more than six years of experience, his main research interests are distribution system planning, economic optimization, geographical information systems and renewable energy development. Currenlty, he is on study leave reading for his PhD at University of Manitoba, Canada.
LEAD POWER SYSTEMS ENGINEER

Mr. Bhasara Sirisinghe
BSc (Eng). Hon., MSc

Mr. Bhasara Sirisinghe joined RMA as a Project Engineer in 2018. After graduating from the University of Moratuwa, he obtained his Master of Science in Advanced Electrical Power Engineering from Newcastle University, UK, in 2018. With more than five years of experience, he has been significantly involved in renewable energy development projects; including solar PV and wind energy, technical due diligence of power sector projects funded by multilateral donor agencies, load flow & reliability assessments of transmission and distribution networks, preparing project completion reports, and efficiency improvement assessment of electrical applications of energy audits.
SENIOR PROJECT ENGINEER

Mr. Birannaa Jeyakumar
BSc (Eng). Hon

Mr. Birannaa Jeyakumar graduated from the University of Moratuwa, Sri Lanka, in 2021 and joined RMA as a Project Engineer in August 2021. With over three years of experience, he excels in preparing project completion reports, developing economic and financial models for power sector projects, and conducting sector assessment studies funded by multilateral donor agencies. Additionally, he has been extensively involved in tariff calculations, regional tariff comparisons, and technical due diligence on electricity sector projects.
He is currently pursuing a Master’s degree in Economics (MEcon) at the University of Colombo.
SENIOR PROJECT ENGINEER

Mr. Sulekha Abeyrathna
BSc (Eng). Hon

Mr. Sulekha Abeyrathna graduated from the University of Moratuwa, Sri Lanka, in 2021, and shortly thereafter began his career as a Project Engineer at RMA. With over three years of experience, he has played a key role in renewable energy development projects and conducted comprehensive technical, financial, and economic evaluations for power sector initiatives. His expertise extends to developing load forecasts, creating generation plans, conducting energy audits, completing sector assessment studies, and preparing project completion reports. His primary research interests include power systems engineering, power electronics, and renewable energy. Currently, he is pursuing a Master’s degree in Electrical Engineering at the University of Moratuwa.
PROJECT ENGINEER

Ms. Thirasara Gunaruwan
BSc (Eng) Hon, AAL

Ms. Thirasara Gunaruwan joined RMA as a Project Engineer in January 2024. She graduated from the University of Moratuwa, Sri Lanka, in 2018 and brought with her nearly five years of experience in project management and procurement in the electrical engineering sector. Additionally, she has been enrolled as an Attorney-at-Law in the Supreme Court of Sri Lanka since July 2023.
At RMA, her work primarily involves analyzing the contractual and regulatory compliance of electricity sector projects. She is also engaged in sector assessments and technical due diligence studies.
